The governmental side of the Hapan Consortium is headed by the Prime Minister. To aid
him in running the government he has a number of ministries, each with its own minister
in charge. The Prime Minister and his ministers together form the Royal Council which is
an advisory body for the King.
Each ministry has its own structure and setup to ensure that it meets the ministry specific
objectives in the best possible way. To assist the different ministries of the government
in completing their tasks, a joint pool of Civil Servants is ready to take on missions.
The Civil Servants are the backbone of the government. They start of by performing simple
tasks for the different ministries without belonging to a specific ministry. The Civil
Servant takes on as many missions as are available, that he can handle and that he is apt
in doing. As tasks are performed the Civil Servant is promoted in rank, starting with page
as the first rank. The higher the rank, the more important the missions authorized to him
are.
While still without a fixed position within the government the Civil Servant may apply for
jobs on a specific job billboard on which ministries have posted tasks that need attending
to. Tasks on the billboard may include (but not be limited to): construction missions,
system scanning, one-mission diplomatic encounters, general information retrieval, etc.
After reaching a certain rank the Civil Servant becomes specialised in his field and is
transferred to the particular Ministry full-time.
The government wants to foster independent thought among employees its employees and
reward good ideas with a mandate to pursue them. Civil Servants are therefore allowed to
suggest different ideas that will be reviewed by the Royal Council and possibly pursued.
An example: Let's say Clerk John Doe has an idea, "I think we should have an advertisement
program". If the Royal Council likes the idea and his proposal, he is given the tools and
mandate to recruit a few Civil Servants and make this program happen.
