
The bright sun shines down on the peaceful world of Hapes, surrounded by seven
moons. Climbing high above the clouds is its capital.
On the world, the planet is as pristine as the view from orbit. The gently
rolling hills and mild weather seem somehow to be the perfect backdrop for the
capital of Hapes, and the entire Hapes Consortium. It holds architectural wonders,
such as the grand Palace, the National Museum, and the Royal Embassy.
In front of the embassy, the elaborate flag display, which is as astounding
as the building it’s self. With a reflecting pool in the middle, that
has at it’s center the national flag of Hapes. At the four points of the
compass are arrows, made up of banners that connect at the sides. Each arrow
is nearly identical in design, beginning, at it’s point with the flag,
bearing the royal crest, followed by the banners of the Royal Hapan Navy, and the Royal Hapan Army., followed by
the flags of the Hapan worlds, which are in turn followed by the flags of the
Hapan Cities. There is always a breeze, so the flags never truly stay limp,
and, as the sun, or the moons, shines down upon them they seem to have a brilliance
of their own.
Leading up to the embassy the narrow walkway, flanked by green columns of precisely
trimmed bushes, leads passed the display, throughout the walkway there is a
natural shading of trees, planted just behind the bushes. The walkway runs parallel
to the embassy, until well past the front, and gently curves right to the main
entrance of the embassy itself.
Inside this building, wars have been ended, treaties have been sighed, and
businesses nationalized. It is a place of peace. The marble stairs leading up
the main entrance are pure white, and the doors of a hardwood. Inside the lobby,
there is a grand display, original copies of all the treaties that are still
in place, below pictures of the signers and the Hapan diplomats involved. Below
that display is a table with a blue silk cloth draped over it, on the side furthest
from the display, in gold lettering the words “and the truth shall set
you free” are embroidered in the silk. In the center is a single book,
attached to the table. Inside is the history of all the current diplomats, as
well as ways to contact them, and their office location inside the building.

The major objective of the Ministry of External Affairs is the provision of
policy advice to the Government regarding the formulation and implementation
of its foreign and trade policies. The Ministry implements government's foreign
policies by maintaining and expanding friendly relations with other CMG/groups
. In short, it exists to represent Hapan interests to the Galaxy.
The Ministry operates through it's headquarters in Avalon and diplomatic missions
in Republic. Some of our Heads of Mission are also cross-accredited to a number
of other CMG's.
The Ministry also records and advises on Hapan accession and ratification of
treaties, conventions and agreements. Additionally, the Ministry carries out
depository functions for various regional and Galactic agreements. This function
of the Ministry is obligatory under Hapan law. The Ministry also deals with
Consular matters, including issues relating to the status of refugees, and political
as well as diplomatic asylum.
The promotion and establishment of external trade and economic relations through
negotiation is an important function of the Ministry, and our diplomatic missions
abroad assist with the responsibility for trade policy implementation and co-ordination
of trade promotion activities. They also identify and encourage potential foreign
investors. Furthermore, the Ministry also liaises with the private sector.
In addition to the management of political, economic and trade relations with
other CMG/groups, the Ministry plays an important role in such areas as the
negotiation and administration of foreign aid and is the Government’s
official channel of communication, particularly with all foreign diplomatic
missions and Galactic organisations based in Hapan Cluster
