General Knowledge

Promotions.

Being active and reporting in weekly will secure you a good name and reputation, but will not necessarily get you a promotion. Of course, the lower your rank is the easier it is to get one. Showing more activity than your teammates, such as creating logos for your wing, or storylines such as web pages and other activities are surely a good tip. Giving suggestions are also appreciated BUT when your CO says no to the idea, drop it. Like in real life, our military is a hierarchy.

Of course, once you are at a certain point, you will need pure leadership skills to go higher. I am not talking about the leadership skills in Combine, but in real life. To be able to keep a wing, or fleet active and busy, without having to be told what to do, or how to do it is what I am talking about, not all of you have it but it can be trained. Watch your superior officers, think up your own ideas and when you get the chance use them.

Using your mind for things like above, it what makes you a good officer, not by ass creeping your CO or going behind his back to his CO. I am sure you know what I mean.

A note to the people with the power to promote:

Everyone starts at the bottom, unless the King gives special permission for a promotion. Everyone works their way up at their own pace, no one is to be promoted faster than others due to personal preference. Questions on promoting can be taken up with the King at any time. Division CO's may only promote up to the ranks of Commodore / Brigadier / Colonel, in other words to obtain one of the top four ranks you need the Kings permission.

CO & XO, their duties

Descriptions:

CO: This is the "commanding officer" of a unit, wing or fleet. Basically his concerns are more external to his unit. His duties are to report in weekly to his CO stating the activity of his wing, any achievements he has made this week, questions or suggestions. For example, the wing leader will report in to the fleet CO, he will report in to the navy CO, he then reports in to the King.

XO: the XO, executive officer, is in charge of internal matters of the unit. He must make sure, things like logos, stories or characters, pictures of characters etc etc are formed. A good CO is only in good shape if he has a good XO. The XO also makes sure that weekly reporting in is done, and checks up on the members in a more personal way. He makes a summary of what has happened this week and reports it in to his CO.

Duties:

§1 Fleets must scan surfaces of the systems they patrol and send in anything new or not there last time to the fleet CO who forward's to division CO, if not known what it is or who owns it forward to the King.

§2 All CO's are responsible for their men, be it behaviour in chats, activity or their information in the database, they can and will be held responsible. (So it is in the interest of a CO to train his men well.)

§3 If a division CO has too much work to follow up on all this he must delegate. No other excuses will be accepted for failure to do so.

§4 Division CO's or their XO's must report into the King via email every weekend with a short update (report must include up to date roster).

§5 Division CO's must also make a small report in High Command for the other division leaders to read so we are all up to date on issues.

§6 Fleet CO's (or unit CO's) are responsible for their men’s ICIS INFO FIELDS as well as their men’s rank in Hapes members area. They must also make sure their men have entered their information correctly.

§7 Division CO is responsible that the above mentioned is followed up and done, he may appoint someone else the duty of this task.

War games

§1 The Military Divisions NAVY and MARINES are to have permanent war games, with maximum one week rest in between.

§2 Division members may propose war game ideas, after 10 suggestions were accepted and used the member will receive the chest patch "War Game Tactician" after 20 accepted war games he receives "Master War Game Tactician".
Through good work in the war games rewards will be handed out. (Special rewards will be made.)

§3 Navy and Marines are to have joint war games if time permits it.

§4 War games should be done over the message boards.

Officers Law Book

§1 Officers/Soldiers Codex:
You are an officer of the Royal Military, Honor, Glory and Pride guide you through your hard times, you serve his majesty the King and the Consortium, everything else is second. Your next is your brother, you serve together, in the hundreds of thousands, for one purpose, to protect the Consortium against outsiders, against raiders and those that wish to intrude. Serving the Consortium honors you, it honors your family, you are not serving out of fear or because you must, you are serving because it is what you believe in.

§2 Pilots Codex:
Leaving the Cluster without the permission or order of your CO is strongly prohibited and will result in a court hearing as well as loss of pilots license. You are allowed to travel within the system you are in as you like, unless you have been given the order to remain where you are. Leaving the system without permission of your CO is prohibited and again would result in a court hearing and possible loss of license.

§3 Commanding Officers Codex:
As a Commanding Officer you are responsible for the actions of those under your command. It is your duty to make sure your men follow your orders closely, failure to do so must be reported to your commanding officer. Should one of your men be on leave, or not reachable for a certain amount of time you must be informed. Working together with those under your command is essential, it is your duty to train and educate those you command on any and all issues relevant to your operations. Should an officer fail to follow rules, it shall be reported to his division commander and his CO, his CO is then responsible to make sure it doesn't happen again, hence talk to the officer and warn him. Should this happen a second time the division CO will interfere.

Reporting In

When FCO's report in, the reports should look like this:

Number of members: X
Number of active: X
[List them]
Number of inactive: X
[List them]
------------------------------
List all activities fleet is participating in
List all tasks fleet has to do or is doing

Reporting in must be done monthly unless stated otherwise and the posts must be made in Fleet Command via the MB, in a general posting (First to report in makes the post, others reply in it).

System Scanning

Each fleet is assigned a number of systems it's watches over. The main systems (Hapes, Lorell and Alsace) do not need to be reported, for all other designated systems you are required to make a post in Fleet Command whenever you find something. The main systems only need to be reported on if something unusual is happening, such as a foreign battle fleet grouping up.
