The monthly wage for the highest ranking government officials is determined by the Lord Regent in consultation with the King.

Promotions are granted on a merit point-based scheme, with points awarded at set points thoughtout the service of the Hapan citizen. Merit points are awarded on a monthly basis for all members of the Consortium. Only the King can promote Hapanii to the third tier.

Promotions to the rank of Matarceth and above require the approval of the Fel'da of the Interior and one other Fel'da.
