Promotions are granted on a merit point-based scheme, with points awarded at set points thoughtout the service of the Hapan citizen. For the first tier, points are awarded every six weeks. For the second tier, points are awarded at the conclusion of a term of employment with a Ministry. Only the King can promote Hapanii to the third tier.

Promotions to the rank of Matarceth and above require the approval of the Fel'da of the Interior and one other Fel'da.
