Incorrect exemption to raffle game

It has come to my attention that some people have the chest patch of the Royal Council in their profile that should not, and some do not when they should. Please let me or Ryou know who you are so we can fix it. If you have that chest patch, you cannot participate in the raffle (sry Tova) and if you do not have it when you should, and you are winning, keep in mind the crown will not pay those rewards out as the rules are no RC members.

HNN - Evening News


The standard introduction montage of the Hapan News Network rolls across the screen, before being replaced by the backdrop of the Castle of Per`agthra on Hapes Prime. Anacia Chalcedon looks up from her notes and gives her trademark smile and a slight nod before she addresses the viewers.

"Good evening, Hapes. Here is the Hapan News Network with the latest news from around the Consortium.

Grief struck personnel from the 1st Fleet today as news reached them of Lieutenant Nosirrah Tox`s death. The Lieutenant, a native of Barab I who immigrated to the Consortium several years ago to pursue a military career, expired as his personal vessel purposely entered close proximity of Lorell`s sun. In his last will and testament, the Lieutenant stated `life as a space dweller no longer honours my Barabel instinct and abilities.` He went on to dictate the distribution of his personal assets to friends and colleagues.

His death was commemorated by Hapans from all walks of life across the Hapes Cluster. In Lorell, many ships passing the sun jettisoned bouquets of flowers, while candles and cards were placed outside the Hapan Hawks stadium on Hapes Prime where Tox had taken part in many matches of the Shockball League.

The Fountain Palace and Lorell Hall issued a joint statement regarding Tox`s passing, saying `It is with great sadness we receive these news, and hope that he may find peace in the afterlife. Honour, pride, and glory to him.`"


"In other news, the fifth anniversary of the founding of the Imperial Union is almost upon us. Like last year, one of the Union member states is expected to host a summit commemorating the event. This year`s event will also celebrate the acceptance of the Aurodium Legion in to the Union as its sixth member state, and also the ascension of Emperor Ndengin in the Galactic Empire.

While not willing to divulge the location of the summit so far, the Fountain Palace has confirmed that the Hapes Consortium will not be the host, and that the Rai`ix Chume is planning to depart the Hapes Cluster relatively soon along with an escort fleet. We will keep you updated as more information becomes available."


"Officials in Lorell Hall have announced that following the impending completion of the Daein Project in Ut, the Ministry of Industry intends to devote significant resources to upgrading the Consortium`s industrial infrastructure.

Plans are being drawn up for new shipyard hubs, major storage nexuses, as well as extensive expansion of existing factory complexes. Several lightly populated worlds of little strategic and cultural importance are also being earmarked for new mining operations aimed at adding to the Consortium`s already considerable stockpiles. The project, nicknamed `Industry 4039,` will likely be the largest such undertaking in several years and will include many of the central systems of the Hapes Cluster."


"Emergency personnel were dispatched to the secluded Maad system last week as several workers were killed and wounded in an explosion on the ancient Uroro Transfer Depot. The system, located in close proximity to Terephon near both the Hapan Spine and Great Rim Route hyperlanes in the Rim Worlds Region, has been remained virtually uninhabited save for small outposts of scientists and mining personnel.

The station, pinned between the twin gas giants Uluq and Qogo, has been used to store large quantities of tibanna gas, as well as other materials from Shedu Maad. The station was hit by an archaic space mine from the Hapan Civil War that had been deployed in `the Throat` - the system`s lone access corridor through a monolithic debris field of ice that surrounds the system. The stealth mine, originally produced by the Royal Armaments Guild of Charubah some seventy years ago, was one of thousands placed in `the Throat` sometime during the 3990s by the Draconian Union`s forces in order to impede an invasion of the system. The extreme gravity wells of the gas giants led to the old mine drifting towards the center of the system, randomly striking the station.

Ironically, the accident occurred shortly after the fortieth anniversary of the second battle of Gallinore which effectively ended the Hapan Civil War. Sweeps were conducted during the Phoenix Age to rid the region of leftovers of warfare, but the density of the Transitory Mists in the region known as Rivved Space made the task difficult at best. A spokesperson from the Royal Hapan Armed Forces has pledged renewed efforts to sweep Maad for more residual mines and other unnatural debris.

HNN - The King appoints new Grand Duke


The melody of the Hapan News Network begins as familiar images from the Consortium`s worlds flash across the screen. As the introduction comes to an end, the King appears, standing behind a podium in the Council of Lords within Lorell Hall. Officials and representatives from all tiers of the government, as well as local representatives from the Consortium member worlds are present in the grand chamber, waiting in silence for the monarch`s speech. Tylger looks over the assembled audience and nods before he begins his address.

"Your Highnesses. Your Excellencies. Your Honours. Duly appointed representatives. Peoples of Hapes.

As most of you are now aware, the Royal Council recently passed the newly reformed Peerage Act, which led to the reinstatement of three historical tiers of nobility. This was the result of a lengthy debate in both the Royal Council and Council of Lords, with some four hundred lengthy commentaries and speeches on the matter. We commend the members of both chambers for their diligence in keeping the discussions on track and productive.

We are most pleased to see the Hapes Consortium returning to this ancient tradition that began with Queen Mother Tini`duran III over three millennia ago, as has been Our wish since becoming Rai`ix Chume.

Thirty-eight years ago, King Andrew came to power following the Civil War, and began a gradual process of diminishing the dangerous and destructive influence of the nobles who had greatly contributed to the outbreak of that conflict, thereby centralising our government. It left only a handful of individuals from the Tarii wielding any sort of power in the greater scheme of things, while others retained merely ceremonial titles along with their estates. The essence of this balance of power remains, with peers holding dominion over planets and systems. We see peerage now as a way of honouring great achievements within our society, and entrusting them with governance over holdings of various size.

Perhaps it is fate that the prime architect behind this reformation and revitalisation of the Hapan nobility is the late King`s son, Andrew Starfyre the Younger. Our Fel`da Regalix is no stranger in noble circles, having previously been appointed Tarix of Charubah many years ago during the reign of King James. But, following a lengthy political debacle some seven years ago, he renounced his title and later retired from his work in the government.

Since returning to active service, Starfyre has been a prism within the halls of power on Hapes Prime and beyond. With princely grace and a noble work ethic, he has been working dutifully with his superiors, focusing and improving up the good qualities and efforts of his subordinates, and motivating his colleagues. And today We pay tribute to his efforts with the first appointment of peerage of Our reign.

It is Our pleasure to bestow upon Andrew Starfyre the title Tarix, or Grand Duke, returning him to his rightful place in the Council of Lords."

Tylger moves out from behind the podium as Starfyre leaves his seat in the chamber and approaches the front of the room. As he kneels before the monarch, a royal retainer brings forth the golden Sceptre of Tini`duran. The King takes the piece of regalia and lowers it carefully down over each of Starfyre`s shoulders in turn while speaking clearly for the audience to hear.

"L Rai`ix Chume n e Hapes Enexilanthius, melar te shakal n e laiadix od ceres n llerio Tarix. Torsul, Andrew Tarix Starfyre."

Starfyre rises once again and bows his head to the King, before turning around to face the crowd, which promptly breaks in to applause. Starfyre nods and smiles before shaking the King`s hand and departing the chamber alongside him, trailed by members of the Chume`doro.

The image cuts to the Hapan News Network studio and Anacia Chalcedon who smiles at the camera.

"Vilicus Bajetix informs HNN that it is as of yet unclear what system the newly reinstated Tarix will choose as the dominion of his House. During his last time among the peers of the Consortium, he held dominion over Charubah, which is also his home planet. However, since that time, the Charubah system has also been the dominion of the now defunct House Amethius. It is unclear whether Starfyre will seek to have his claim reinstated or make a new home for himself somewhere else.

Can you spin a tale?

With the renewed pace at which the HF is being developed, we will be received our own section of the site in the near future. While much of the information there will be derived from materials produced as part of policies or forms already under discussion in the Council Chambers, there is a section with which anyone could be of great assistance: The history page.

What I am looking for is a well thought-out history of the order, one which exists over a long period of time, has several highlights (battles, purges, betrayals, sacrifices, ect.), and includes to important events: The Hapan Civil War and the reorganization beginning this year. Personally, it would make sense to me for the For'ta'nix to have been segmented and ultimately dissolved during the civil war then reorganized with the ascendancy of King Tylger, but I leave it entirely to the imagination and fancy of anyone willing to take on this task.

Its open for anyone willing to give it a shot. No one is obligated and the length can be as long as you like, though it would be nice to have, at a bare minimum, three solid paragraphs. You can keep details vague - state battles happened and the outcome, but you don't have to get down into describing the actual battle or the like - but a good narrative is definitely preferred.

I may be able to offer some form of reward for good submissions. A few million credits from my pocket for solid submissions that I like won't hurt me much, possibly even a ship for a really great submission we go with. I can do some minor editing, grammar and spell checking, but a submission I virtually have to rewrite to make usable won't be winning a reward.

So, if you've been looking for a way to pitch in and got an itch to write, give it a shot. I look forward to some great reading in the future. Thanks!

Galactic Scramble!



As has been reported in media outlets across the galaxy, a massive and unexplained shift in inhabited locales has occurred in all known sectors. This displacement, rumoured to be caused by everything from a secret Imperial weapon gone awry to the divine will of a largely-neglected Coruscanti deity known only as "Veynom," has had a severe impact on everything from commercial shipping lanes to fleet deployments for all major galactic factions.

Our own Consortium has not been spared. Though the entire cluster may have moved only a marginal amount on the galactic scale, it is what occurred within the Hapan systems that has most alarmed the Hapan community at large. What began as only a handful of galactic coordinates have blossomed into over fifty individual systems, with a combination of original and new solar bodies found amongst them.

Asked for a comment, Pi’lor Tarathi, a well-respected Blue Cattle rancher from a colony on Braldazinbar, had this to say: “One minute I’m out here, minding my herd, then there’s this flash and next thing I know, I’m told I’m on a world called Ediorung in a system nobody’s ever heard of! Bad enough some critters just started showing up out of the blue a few months back, but now this?! I’m getting out, see? Going back to Ceti Alpha V! They say it’s a paradise!

Questions are already being raised regarding how these events will affect operations at all levels of the Hapan government. Lorell Hall has been relatively quiet regarding the affair, limiting their comments to an assurance that a review is underway and that they are focusing on ensuring all Hapan citizens and property have been accounted safely. As to cluster security, Hapan fleets continue to shift to meet the new demands placed upon them by the ordeal. Rumours that Commodore Ryou Vacosa has ordered a record amount of coffee for the RHAF headquarters on Hapes, stating that “it’s going to be a long week,” have yet to be substantiated.

Questioned on how events would affect the balance in the Chamber of Lords, Vang Tarix Tyrridon offered only a simple statement: “We’re looking at it. It’s a lot to consume. I need a nap…have you seen my rocker…?”

Lorell Hall Press Release

Lorell Hall announced today that Pelin`a Kimberly Tylger has been appointed as the new Fel`da of External Affairs.

According to the Hall’s official press release, Fel`da Tylger has “served with distinction in the Ministry of External Affairs for a long time, and her dedication to the department, talent for diplomacy and skilled, hard work are altogether unmatched amongst any of the other possible candidates anywhere in the Hapes Consortium.”

The statement continued: “Pelin`a Tylger has impressed the King and Royal Council with her excellent work and results in recent negotiations, and His Majesty is pleased to grant the Fel`da title and post to Pelin`a Tylger.”

It is understood that the new Fel`da Tylger had already been running the Ministry of External Affairs for a period of time before she was appointed Fel`da, so that transition was quite smooth.

HNN - Hapan Evening


The introduction of the Hapan News Network begins with shots of the Hapes Cluster`s most prominent worlds and the standard uplifting melody. As the sequence comes to a finish, Anacia Chalcedon appears in front of the Castle of Per`Agthra on Hapes Prime bathed in a magnificent sunset.

"Greetings, and welcome to the latest edition of the Hapan Evening.

Balmy temperatures have characterized Hapes Prime in the last few weeks, and many Hapans - from crewmen to senior officials - have used this opportunity to enjoy some well deserved leave from official duties and obligations.

His Majesty, King Alexander, departed the capital several weeks ago to spend time on his homeworld of Arxian Major where he embarked on a hunting expedition on the [planet's] vast plains with several specially invited guests. In the evenings he reportedly spent his time outlining his goals for the coming year and the direction of the Hapes Consortium.

Upon returning from his trip a few days ago, the King proceeded to Lorell Hall in Chume`Dan and met with those government officials remaining on active duty to pick up loose threads and continue discussions on matters of state. Sources inside the government chambers say there are several legislative proposals on the table that have yet to be ratified and signed in to law, but that talks surrounding these topics are nearly concluded.

The Hapan News Network inquired of the Vicereine, Danara Bajetix what is in store for the Consortium in the coming months. This is what she had to say."

The image cuts to Danara Bajetix sitting in her office in Lorell Hall, dressed in an extravagant dress from the Lorellon summer collection. She smiles softly before addressing the reporter who is off screen.

"Clearly there has been a lull due to the summer months, and it has been a good chance for many to take time off to recharge their batteries. But not everyone has been idle, even though things have proceeded more slowly than usual.

His Majesty has made it clear to me that he intends to address the Hapan peoples in the coming weeks in order to outline the direction he wishes for the Consortium, as well as to give updates on ongoing projects and endeavors. He will speak on the progress of industrial projects, legislative matters from the Ministry of the Interior, and most likely intended reforms to the Royal Hapan Armed Forces.

These legislative proposals involve specifics on the possession of firearms, hunting licenses, the preservation of specific species of wildlife, such as the Bliz, and, hopefully, some clarification on contraband.

More prominently is the so-called nobility proposal, which has been on the Royal Council`s agenda for some time, and will see the official reinstatement of more tiers of peerage. Furthermore, there is a genuine interest in revitalizing and reforming several levels of higher education in hopes of shaping the new generation of Hapans in to future leaders and thinkers. These specific proposals are part of what the Fountain Palace has dubbed Culture & Society 4038, which intends to restore several pre-Dark Age traditions to our civilization, though under careful restrictions.

There will also be some new appointments to various senior positions in the coming weeks in order to fill vacant spots and replace personnel who have expressed their intent to retire in the time ahead. The specifics will be announced at the appropriate time.

I can also add that the Hapan Institute of Cartography is putting the finishing touches on an updated set of star charts in co-ordination with likeminded organizations across the Galaxy. The organization of sectors and regions will change somewhat, with new designations and coordinates assigned for the new age of nav computers, though it is estimated that this will cause no major disruption to the daily lives of most citizens.

That about sums up what I can say at this time, but more details will be announced in future official statements."


The screen cuts back to Chalcedon in the studio.

Welcome to Revelations

As my last gift to you all, and with the help of Lilith Delcroix (Graphical Team), Ryou Vacosa (Coding Team) and King Tylger (content) I proudly present to you REVELATIONS. This is the latest hapan homepage design.

There are tons of new features, and almost all of the coding was re-written. She is more stable, bug free (for now) and built to fit out modern day needs.

There will be more updates coming, mostly from Ryou, but more on that later. For now I would just like to say welcome to everyone, and enjoy the result of 5 weeks of hard work. There will also be some minor updates to content coming as we have time to go through it.

Sidenote, the new site comes with new avatars, sigs and the lot, they should look like this:

Early Analysis - The Ombudsman



The introduction of the Hapan News Network begins and familiar images of the Hapes Consortium's worlds cross the screen. Finally the image settles on Anacia Chalcedon in front of the familiar backdrop of the Castle of Per'Agthra. The newsanchor looks up from her desk and nods to the camera before speaking.

Good evening, and welcome to the Hapan Evening News.

Tonight we bring you an update on new Ombudsman Rhydra Tunant and her first weeks in office. It was not long ago that Ombudsman-elect Tunant was given the oath of office and officially began her tenure.

The image shifts to footage from Lorell Hall on the day of the new Ombudsmans inauguration. Prime Minister Andrew Starfyre, Jr., is administering the oath of office to Hapes first elected official in years. As Anacia talks, the video footage of the inauguration proceeds, as the assembled crowd of dignitaries applauds warmly upon the conclusion of the oath.

At the time, it was widely believed that Tunant, who had won the election in convincing fashion, was destined to do extremely well in the post. Her experience and skill set, according to many, seemed to fit the job well. Some commentators even theorized that her term, or terms, as Ombudsman would simply be a stepping stone to greater things.

Even Fel`da Regalix Andrew Starfyre was quoted as saying that he has high hopes for Ms. Tunant. However, several prominent commentators expressed doubts, saying that she was either too young, too nave, or lacked the moxie necessary to bring the concerns of the Hapan people to the Royal Council and its sometimes distant members."

At this point the image shifts back to Anacia Chalcedon at her desk, with a static picture of Ombudsman Tunant appearing in the top right corner as Anacia continues to speak.

It is too early to confirm the opinions of such commentators, but early signs are positive. In recent days the Ombudsman has begun working with the Royal Council on developing a new forum for suggestions and complaints to be received, and she has also been working with her Ombudsman staff to poll the Hapan populace on various issues, such as Town Hall-type meetings.

Perhaps one of the most important projects the Ombudsman has already undertaken is a system of mentorship that is being developed to aid 1) new Government and Military recruits and 2) new citizens of the Hapes Consortium.

Observers at this early stage have noted approvingly that the Ombudsman has jumped into her new duties with enthusiasm and energy. Still, time will tell.

HNN - Royal Address


The emblem of the Hapan News Network appears on screen, followed by the standard introduction sequence and theme song. "22 hours a day, 240 days a year: the Hapan News Network and the Hapan Evening with your host, Anacia Chalcedon! Sponsored by the Department of Culture, Truth and Enlightenment! Trust DCTE!" As the introduction ends, Anacia Chalcedon appears on screen. She gives a graceful smile before she begins to speak.

"Good day.

This week the Consortium marked the one year anniversary of King James' retirement and abdication of the Hapan Throne. King Alexander assumed monarchial powers immediately following the announcement, though the Consortium observed the traditional 'Month of the Vacant Throne' before the official coronation ceremony took place in March. In honor of the anniversary, the King is scheduled to address the citizens of the Hapes Consortium in a live broadcast shortly.

The Hapan News Network has learned that the Rai'ix Chume intends to speak about major events that marked the last year, as well as his plans and prospects for the future. A ceremony is planned for the days following the speech, paying tribute to numerous Hapans he has deemed worthy of public recognition for their efforts over the last twelve months.

According to experts, His Majesty has done his utmost to shape the role of the Crown in his own image. For most of his first year in power the King, a descendant of the Pal'durath dynasty, has taken an active role in the day-to-day affairs of the government and attempted to streamline the bureaucracy for maximum efficiency. Sources inside the Fountain Palace say that the monarch spent much of his time in meetings with the members of the councils of Lorell Hall, as well as military officials. To help ease the workload, the King recently appointed Andrew Starfyre to chair the Royal Council as Fel`da Regalix.

We are told the speech is about to begin and now take you live to the Fountain Palace on Hapes Prime!"


The screen cuts away from Chalcedon and reveals the press conference chamber of the Royal Hapan Palace. A blue curtain covers the wall, decorated with the emblem of the palace, as well as two gold and blue banners carrying the crest of Hapan royalty. The King, dressed in a black Royal Court uniform heavily adorned with a blue sash, medals, and order insignias, stands behind a centered podium. The lights dim and a spotlight fixes on him before he begins to speak.

"Saroon basgim, Hapes.

A year has passed since King James announced his retirement to the public. The transition between rulers can be strenuous and hard as people must adapt to procedures and measures initiated by the new regime. However, the Hapes Consortium has overcome and transcended such initial hardship thanks to the steadfast institutional stability that has been built over the past decade.

In many ways the last year has been a trial by fire, especially for the men and women of the Royal Hapan Armed Forces. At Uogo'cor, our forces helped extinguish the flames of rebellion set by the brutal and murderous Cron Resurrection that was threatening the Tion Hegemony. In Aweris, our military service personnel - in co-operation with the Trade Federation - helped foil the efforts of foreign parties that were seeking to undermine our territorial integrity. In Hosrel, we joined forces with the Trade Federation yet again to protect our economic interests in a time of crisis. Three military conflicts in less than a year, all in which the military demonstrated to our allies, as well as enemies, the discipline of our personnel and the potency and versatility of our armed forces. You are to be commended for your honorable conduct, and for bringing pride and glory to the Hapes Consortium.

In our efforts to further strengthen and solidify our armed forces, we have seen the introduction of numerous new ship types that will ensure our technical superiority over foreign powers that may seek to infringe upon our sovereignty. Super Star Destroyers are entering regular service throughout the Hapes Cluster, as are Interdictor Cruisers and other support craft that will complement our vast arsenal of fighting machines, and help ensure our supreme dominance over our serene corner of space in the years ahead. Thanks to the experiences we gained in our recent military campaigns, and the efforts of our military high command, our tactical booklets and training programs are being updated and renewed so that we may be well prepared for any future conflict. Additionally, plans are underway to further fortify the Hapes Cluster against foreign powers in this ever-changing Galaxy.

In the councils of Lorell Hall, the upper chambers of the Hapan government have been busy at work over the last twelve months. With stricter rules regarding participation and contribution to debates, the Royal Council has had a productive year where the future direction of Hapes has been an important topic of debate. The Council's top priority has been to ensure that the Consortium retains and improves its structural solidity in the coming years. Of note is the Ministry of the Interior's efforts to improve and expand our legal system to ensure it reflects the present state of Hapan society, that Hapans will be sufficiently protected and covered by our laws, and that structural pillars are firmly embedded in our legal system for the coming generations. Further commendable have been the Ministry of Industry's efforts to expand the Consortium's economic base and to keep the Council up to date in its vast array of projects across the Cluster. These undertakings are all cogs in the intricate machinery that drives the Hapan civilization forward, and their importance cannot be stressed enough. Meanwhile, the Ministry of External Affairs has been reaching out to the Galaxy at large in order to establish dialogue and positive relations with powers with which we have had little or no contact. The policy of this regime is to maintain our relative isolationism and keep largely to our own affairs, but simultaneously ensure that we are not beyond reach. The Hapes Consortium will continue to do its part to contribute to the relative stability of interstellar relations and to nurture peaceful diplomatic ties where possible.

The past year marked the fourth anniversary of the Imperial Union and the one year anniversary of our alliance with the Trade Federation. It also saw the expansion of the Union with the admittance of the Tion Hegemony as its fifth proper member state. Through the Union we saw the perks and benefits of companionship and support in the operations at Uogo'cor, Hosrel and Aweris, where all member states did their part to contribute to a positive outcome. With the ascension of Emperor Cherokee and the summit at Coruscant a few months ago, the Imperial Union has gained much new momentum. We have refined the structure and future prospects of our collaboration in order to ensure mutual security in the event of future conflicts. The Hapes Consortium continues to be thankful for the gracious donation of strategically important technology, both military and industrial, from our allies in the Galactic Empire and Trade Federation. As part of the ongoing effort of strengthening the Union, the Hapes Consortium is now in turn providing spare military craft to the Tion Hegemony's armed forces, logistical vessels to their industrial divisions, and devoting our vast industrial complexes to help build up their self-sufficiency in the coming years.

As part of the efforts to plan for the future, Daein was designated as the site for the Consortium's next ecumenopolis. While Gormoth and Haradan ensured that the state coffers were filled with taxes paid by their wealthiest inhabitants since the completion of planetary development in 4034, the Royal Council was in agreement that another project would have to be undertaken. The factors leading to this decision were numerous, but of particular note was the decreased total revenue from taxes last year as a consequence of the galactic economic crisis, as well as the expansion of the military with more ships that require not only maintenance but also crewmen. The combined efforts of the Ministry of Industry and the Royal Hapan Armed Forces to make Daein a reality will ensure the stability of the Hapan economy in the coming years. It is not for the mere comfort of padding our coffers, but an economic necessity.

Governance over the Hapes Cluster's multiplex of worlds has been a controversial subject in Lorell Hall ever since the end of the Hapan Civil War. During the Phoenix Era and the age of King Andrew, the standing of the nobility, save for newly appointed and non-heredity members of the Tarii, was largely diminished and their influence phased out. During the reign of King James, the Consortium experienced an expansion of the Tarii to the point where most of our worlds were part of Tarii dominions. With a recession in the number of politically active members of the Tarii, We have sought to return to Our roots by reinstating the nobility's role in governance of the Cluster's vast regions. The Pal'durath dynasty and Our Draconian ancestors led by Princess Da'tanah firmly believed in the importance of adhering to the Tini'duran doctrines instated in the 700s, which firmly instated the nobility as a cornerstone of the Hapan civilization. We are firmly committed to an effort to restore what was a pivotal part of Hapan culture and society for thousands of years. The begin this process, several tiers of nobility will open up for new appointments with varying degrees of influence and authority dependent on titles. The finer details of which are still being debated in the Royal Council to ensure there is no conflict between the interests of our economic, industrial, and military divisions and that of our future nobility.

Furthermore, the Royal Council is taking steps to improve relations between Lorell Hall and lower ranking citizens. Often the Royal Court, Lorell Hall, and the High Command can seem distant and aloof to the needs and concerns of citizens and subjects. Consequently, We wish to reinstate the post of Ombudsman as a duly elected official of the people, to serve as a relay between the higher and lower tiers of our society. In the past, the position had varying degrees of success and was highly dependent on the initiatives of the person holding the office. However, the responsibility proved to be a tremendous opportunity for innovative individuals seeking to prove their resourcefulness and leadership capability. Of the ten who held the position, four would later go on to serve on the Royal Council, and one in the High Command. When the office is reinstated, all citizens wishing to make a mark on the Hapan civilization should consider it an opportunity. Additionally, those who do not seek to run should consider the future Ombudsman their representative among the Consortium's leadership and a resource at their disposal that strengthens the fabric of this great society.

One of Our loyal subjects asked Us to address the topic of the past year's changes to Lorell Hall's membership, and how to interpret such transitions. The answer is both complex and simple at the same time. With three monarchs in the past four decades, the Hapes Consortium has, thankfully, enjoyed a very stable governance, which is an inherent and positive trait of our great society. Regardless, the Royal Council has always been in flux, as the honorable Fel`da and Tarix have moved between positions to improve other parts of the Hapan government, or to retire. However, as We ascended the Throne, the Consortium found itself at a crossroads with a need for a new direction, and Our government is still adapting to this. Much of the old guard that shaped the Consortium under King James have stepped aside; Some to make way for the young, and some to enjoy well earned retirement following lengthy years of heavily burdened service. It is those of you who are presently working your way up, that will be the next great generation of the Consortium. The current members of the Royal Council were all appointed after last year's coronation and bring fresh minds, with the willingness and drive to form the future of the Hapes Consortium, which reflects the ambitions and dedication of those presently serving in lower tiers of Hapan society. We are glad to have them as representatives of Our new regime. While the old hawks provided a comfortable stability, Hapan politics could easily grow stale and complacent, where treading water is commonplace. We expect much of the Royal Council and will continue to hold them to the standard of excellence that is required of our lower ranking citizens. If someone fails to contribute at a level that We deem sufficient, they will be replaced. Our hope is that rather than replacing the Fel`da and Fel`ta with individuals whose motivation has been drained and have had their time to shine, We can allow new stars to rise and begin to forge new legends and leaders for the coming decade.

Each new era comes with this sort of challenge, for better or worse. As the Gallinore Accords were signed and the Hapan Civil War brought to an end, many who had shaped the destiny of Hapan society over the preceding fifty years had to move aside for the next generation, those unspoiled by ancient rivalries, hindering ambitions and lack of innovative ideas for how to improve the reunified Consortium. Even so, We are thankful for those faithful veterans who continue to give the Consortium their all in shaping a better future. As we move in to the years ahead, every Hapan citizen should consider the relationship between the leadership and junior ranks a symbiosis. Leadership is not merely about giving orders and aloof administration, it is about mentorship, passing on knowledge and standards, and grooming future successors. Equally so, lower ranking officers should always look to the leadership for guidance in how to improve the performance of their duties and responsibilities, for advice on how to face and embrace new challenges and rise to the occasion. Always remember that you represent the Consortium in everything you do. You should strive to maintain standards of excellence at all times and your actions should reflect your part in the collective whole.

The past year has been one of adjustment, progress and development. Defunct ideas were discarded and new ones were formed to improve our society. We can only hope that the Consortium continues the same trend in the years to come, and that every Hapan does his or her part. The very essence of life is meeting and overcoming challenges, trials and tribulations. It is the only way we learn to grow as a people. Sense the spirit, seize the age. Cheer your path and celebrate tomorrow's glory days. Go forth, Hapans, and bring honor and pride to the great Hapes Consortium!

HNN - Ministry of Intelligence Reinstated


The introduction of the Hapan News Network evening edition sweeps across the screen accompanied the familiar theme song. As it comes to an end, Anacia Chalcedon appears before the backdrop of the Castle of Per'Agthra and the evening night sky of Hapes Prime where spring is drawing near. She smiles before addressing the viewers.

"Good evening, Hapes.

Following a special session of Lorell Hall, the Royal Council announced the reinstatement of the Ministry of Intelligence following months of deliberations, debates, and proposals.

For the last few years, the Consortium's Intelligence department has been subordinate of the Office of the Prime Minister as well as other ministries following the dissolution of the ministry proper in 4036 with the ascension of Zayth Tarix Kadrim to the post of Prime Minister. With the reinstatement of Ministry of Intelligence this week, the Council recommended Tara Pelin`a Tylger for the position of Fel`da. The Princess, renowned for her role in operations 'Drakenus Fire' and 'Strongarm,' will retain her role as commander of the Chume' doro while coordinating the reformed ministry.

In a traditional ceremony in Lorell Hall this morning, Andrew Starfyre - the Fel`da Regalix - administered the Oath of Service to the new Fel`da. The event was witnessed by all the senior representatives of Lorell Hall, as well as a select few dignitaries and reporters. When asked for a comment, Starfyre stated:

'The resurrection of the Ministry of Intelligence, and the resulting consolidation and central coordination of our overall intelligence efforts, is a major step forward for the Consortium, and I can think of no more qualified candidate than Tara Pelin`a Tylger to serve as its leader. Hapans can now rest even more peacefully than before, knowing that our capability to identify and defeat foreign threats to the Hapes Consortium has been greatly increased.'

The Princess herself was modest and vague in her comments to the reporters, making only a brief statement:

' It's been a long time since I had to stand up in front of the media in an official capacity, but I have to first thank all the people who have shown enough confidence in me for placement on the Royal Council and charged with one of the many important cogs that make Hapes so great. My father and King has allowed me to prove my worth over the last year as the commander of the Chume'doro. I hope to continue the trend in my new position.'

Political pundits commenting on the event have described the ascension of the Princess as a clear indication of the new monarch's dynastic ambitions and a tribute to the Draconian traditions of House Tylger's ancestral family, the Pal'duraths. During dynasty's reign over the Consortium, the daughters of the Queen Mothers were often charged with overseeing and administrating different spheres of the Hapan government. On the other hand, the Fountain Palace's official spokesperson Vilicus Bajetix insisted that the choice was a natural one based on the Princess' experience and skills. It was further stressed that the King had put no pressure on the Royal Council to nominate his daughter, and that a number of candidates were discussed before a unanimous decision was reached with Royal assent.

The appointment comes only weeks before the King is scheduled to address the Consortium in a live broadcast on the one year anniversary of his ascension. The topic and theme of the speech is rumored to be the future direction of the Hapes Consortium and the government's ambitions.
