Ministry Overview

The Ministry of Intelligence (MoI) was formed in the modern sense as a unit called Hapan Intelligence sometime prior to the opening of the Hapan borders in 4027, answering to the Sovereign directly with a general mandate to collect information on foreign affairs, but with little staff and funding assigned to it. After the arrival of Vang Tyrridon from the Rebel Alliance and building a career within the Royal Hapan Navy, he saw the need to professionalize Consortium's intelligence collection and analysis, convincing the Crown to reorganize the entity in to what would become the Royal Hapan Naval Intelligence. From there it would go onto morph into an entity called the Central Hapan Intelligence, and then Royal Hapan Intelligence, before reaching the maturity and prominence to become a ministry on its own right in 4030.

In the years that followed, it enjoyed a long period of stability and growth under the leadership of such ministers as Lord Vang Tyrridon, Mors Baynos and Lord Zayth Kadrim. Its primary mission during these times was to collect intelligence on foreign entities and individuals of note, to run counter-intelligence and counter-infiltration operations, identify potential foreign threats to the state, and to uncover and foil plots impacting the Hapes Consortium. The ministry was also mandated to run covert operations, to accomplish what cordial diplomacy could not. For a brief time at its apex, coinciding largely with Hapes' massive industrialization efforts and economic growth, the ministry would command a monthly budget by itself larger than that of any other government, and drove aggressively the development of its tradecraft, employing personnel from all walks of life for various operations and collection networks that spanned the galaxy.

During these years, prior to the later permanent transfer of law enforcement functions to the Ministry of the Interior, the Ministry of Intelligence also ran Internal Security and Law Enforcement functions at various points in time, coordinating with the Ministry of Justice on the apprehension and prosecution of suspects within Hapes' jurisdiction.

Having benefitted greatly from the stable and capable leadership of the past years, in 4036, with the Royal Council unable to agree on the nomination of a new minister, the Ministry of Intelligence was downgraded from its ministry status and continued to exist as an intelligence organization under the Office of the Prime Minister for a time, before becoming further decentralized under the leadership of several obscure directors.

In 4038, the Royal Council once more voted to have the organization streamlined and reinstated as a full ministry with Royal Council representation, under Tara Tylger. Since then, new leadership choices have not been announced to the public, with the government having chosen to obfuscate the identities of the ministry's most senior officials, as well as its entire departmental structure.
