An official announcement was released from the Governor's Office on Dreena today, detailing the formation of a new department of the Hapan Government, the Royal Hapan Cluster Security Force. While details remain scarce, the announcement revealed that the commander of the CSF is expected to be Lord Vang Tyrridon, a retired member of the Royal Hapan Navy's admiralty. The announcement was followed up three hours later by a brief speech given on the steps of the Great Hall of House Tyrridon.
"It is the ultimate goal of the Royal Hapan Cluster Security Force to ensure the safety and well-being of all those who legally dwell within the boundaries of the Hapes Consortium, regardless of their race, creed, religion, and beliefs. Justice and service, without care for our own safety, are the foundation of every action we commit ourselves to, beginning with the first moment of our waking day and ending only when we find the time to catch a moment reprieve in the deep of night. Our service is ever to the people of Hapes, to whom we pledge our lives.
"From this day forth, Hapes will no longer stand under a military guard and martial law. Instead, our citizen department shall take up the menial tasks of law enforcement and prosecution, both to free the military to concentrate upon its goal of defending the Consortium from threats without and to ensure the maximum service to the people of Hapes. We will continue to work in coordination with the military, as Hapes is a body of a whole, not a body of individuals. As we rely on them, we hope they will come to have the same trust in us to execute our duties with optimal efficiency.
"It is our sincere hope that the Consortium will find warranted reason to place their faith in us, to trust and rely upon us to care for their legal needs and security safeguards. We shall ensure that they are protected from those who would cause them harm, those who would threaten the ideals and traditions of Hapes, those who would corrupt and taint the society we have so painstakingly built. And, as they place their faith in us, we hope they will come to do the same as we have already done, to find an ever-present faith in justice.

We received only a short while ago a brief statement of the aims of this new force, which include a broad range of law enforcement, customs, and counter-terrorism duties, in addition to the prosecution of those found to be violating Hapan law.
Included in this statement was the announcement of two high-profile transfers from the admiralty of the RHN to the CSF, namely Contra Admiral Lord Tyberias BlackIron and Commodore Mors Baynos. They are listed as the Deputy Directors for Prosecution and Operations, respectively. What these roles consist of and how they fit into the overall structure of this newborn department were not immediately clear, but further inquiry led this reporter to understand that they will serve as the leaders of two branches of the organization.
