Hapan Laws

These are the laws of the Hapes Consortium. Every Hapan, no matter their professional situation, and every foreigner within Hapan territory, must abide by them. Failure to do so will result in their prosecution within the full extent of the law.

The Ministry of the Interior is responsible for their legislation and enforcement. Any questions or comments concerning points of law should be sent to the Minister of the Interior.

Systems Status Act

Pre-amble

This act shall define the accessibility of certain Hapan systems to Hapans and foreigners.

1st Chapter: “Open and Closed Systems”

§1 The definition of a ‘foreigner’ shall be any who does not owe allegiance to the King of Hapes as prescribed in the Civilian Act.

§2 The system of Lorell is recognized as the only area in the Hapes Consortium freely accessible to Hapans and foreigners alike.

§3 All other systems, referred to as ‘closed systems’, within the Cluster are deemed as strictly off limits to foreigners, so as to preserve the sanctity and security of the Hapan realm.

§4 Foreigners, upon checking into Lorell, may request permission from His Majesty to enter a closed system; however such right of passage will likely not be granted in most cases, at least without being escorted by the Royal Hapan Navy.

2nd Chapter: “Trespassing in a Closed System”

§5 Foreigners found intruding into a closed system shall be subject to an immediate arrest and shall be prosecuted according to Hapan law. Refusal to follow the procedures layed out by the Hapan authorities when found trespassing, may lead to the immediate destruction of the intruding ship, and the execution of all foreigners involved.

§6 Hapans may not sell, buy or trade any goods (i.e. ships, vehicles, etc.) or services (i.e. transportation, etc.) in a closed system unless they can verify that all parties involved are recognized citizens of the Hapes Consortium.

§7 All Hapans who aid or otherwise harbour foreigners within a closed system, or conspire in helping them reach a closed system, shall be subject to criminal charges in accordance to the Criminal Behaviour Act.
