An act outlining measures the State will take during a period of war.
§1 This act shall come into effect during a state of war or national emergency,
by proclamation of the King. It shall last until the end of the war or emergency,
unless otherwise decreed by the King.
§2 Upon proclamation of this act into effect, His Majesty’s Government
may take measures notwithstanding certain clauses of the Constitution Act, or
any law deemed as detrimental to the war effort.
§3 His Majesty shall assume direct leadership of His Armed Forces as Commander-in-Chief
and shall appoint, from among the High Command, a Chief of Staff to execute
the Crown’s orders on the battlefront.
§4 All soldiers actively serving in the Forces, or presently in reserves,
shall report in for duty. Depending on the situation, citizens of the Hapes
Consortium may be conscripted to the Royal Armed Forces to defend the Cluster,
unless they are exempt by Royal Warrant.
§5 All combat-capable ships within the Cluster shall be notified that
they may be conscripted to serve in the Royal Armed Forces according to the
situation.
§6 All Hapans and all nationalized corporations shall cease trading with
the opposing forces.
§7 An emergency tax measure may be implemented to finance the war effort.
§8 The Consortium may demand that certain nationalized corporations manufacture
products to benefit the war effort in lieu of the usual production line.
§9 No soldier shall leave the Armed Forces unless permission has been
granted by the King. Anyone who leaves without such permission shall be charged
with Desertion and may face a penalty of death.
§10 Ministers of the Crown and High Command Officers may issue immediate
orders to arrest anyone suspected for committing a crime, breaking any clause
of this Act, desertion or collaborating with the enemy.
§11 Prisoners during wartime shall not have the right to habeas corpus
until this act ceases to take effect.
